Mike Goodrum became Sugar Land’s third City Manager in January, 2020 and has over 20 years of experience with the City. He began his career as an intern with the City in 1999 and progressed to several leadership positions within the City, including Community and Environmental Services Director and Director of Public Works, Executive Director, and was eventually promoted to Assistant City Manager in 2014. Prior to becoming City Manager with the City of Sugar Land in 2020, Goodrum was the City Manager of Coral Springs, Florida for over two years.
He earned a bachelor’s degree in political science from Texas A&M University and has completed the Public Executive Institute through the University of Texas. Goodrum is member of the International City/County Management Association and the Texas City Management Association.
Elizabeth Rosenbaum, Director of Aviation, has worked at the City of Sugar Land since 2006. She has worked her way up to Director of Aviation and has been in this position since 2020. She is responsible for managing the Airport operating budget and oversees the Airport fee structure. She also serves as the liaison between the Airport and the fuel provider, a multi-million dollar contract critical to airport operations. Beth works closely with TxDOT Aviation for grant funding, and is involved in public and departmental relations. She strategically develops and implements the goals for the future of the Airport and how to continue its success.
Beth has a Bachelor of Science in Government from Texas Woman’s University, and a Graduate Degree in Professional Studies from George Washington University. She was recognized by Airport Business Magazine on the “Top 40 under 40” list in 2014. Beth became a certified member through the American Association of Airport Executives (AAAE) in 2016, and is currently working on A.A.E accreditation through AAAE.
Gina McKinney, Budget and Strategy Analyst, started with the City of Sugar Land in 2018 as a firefighter and paramedic. She moved over to the Budget and Strategy office as an analyst in November 2022 after completing her master’s in business administration with a minor in Accounting from Texas A&M University–Corpus Christi in May 2022.
Born and raised in Buffalo, New York, she started as a volunteer firefighter while still finishing her bachelor’s degree in mathematics education from SUNY Fredonia and continued that path after college when she moved to Texas to teach high school math. After a few years of teaching math and responding as a volunteer firefighter, she decided to make the career jump to firefighter full-time. She has been happily married for five years with one son and another on the way. In her free time, she enjoys time with her family, reading as many books as she can, and watching the Hallmark Channel.
Quan Phan works as a Fire Lieutenant in our fire department. He's been serving for 15 years and currently works at Station 6 on the C-shift. Before joining the Sugar Land Fire Department, he was a volunteer firefighter in Alief, TX. Over the years, he's served on the Employee Banquet Committee, served as treasurer secretary of the Firefighters' Association for 3 years, and currently serve as a members of the CISM team, Raven Flight medic with FBC, and technical rescue team. He's been happily married for 14 years and has two children. His family includes two dogs, a shepherd/doddle and a golden/doddle. On his days off, his family enjoys playing video games, spending time outdoors, and building Legos. He also likes to work on cars, make furniture/cabinets, build computers, and tinker with small electronics or repair items that would otherwise be thrown away.
He serves as a board member for the Sugar Land C3 because he believes in the potential to help others differently than we have in the past and will take this role seriously as they manage the hard-earned money of donors. Quan vows to be a trusted individual that will help make the critical of decisions necessary from this organization.
Jacob has worked with the City of Sugar Land for 5 years. He serves as a Crew Chief in the Wastewater Collection division of Public Works. His motto is to "Keeps things flowing" as he serves Sugar Land every day through repairing water and sewer main breaks.
Jacob loves to help people and sees this organization as another way to give back. In addition to work, Jacob is also the Worship Team leader at Cornerstone Ministries, where he also sings and plays the guitar.
Amy West-Becker holds a Bachelor of Science degree in Interior Design and Architecture.
She has an effective background as a dynamic professional. Amy combines a creative foundation with extensive experience in business development, recruiting and public speaking.
Most recently, she retired as an Industry leader in international recruiting, providing full project talent acquisition for her clients around the globe. Professional highlights include a successful career as an Executive Senior Sales Director for a Fortune 500 company, where Amy was a four-time recipient of the prestigious Circle of Excellence Award. Her achievements positioned her in the top 2% of all company performers for eight consecutive years and she was recognized as the number one director among 9,000 other Sales Directors in the United States.
Her intuitiveness, professional integrity and technical skills constitute a successful blend, both professionally and personally. Raising her family in Sugar Land, Amy is a respected community advocate, philanthropist, and board leader. She has been proudly recognized as a founding member of non-profit associations. In 2015, Amy served as Event Co-Chair for The American Cancer Society's Couture for the Cause. The event was nationally awarded by ACS for significantly surpassing the event goal by 44%.
Cathy is a third generation Houstonian who transplanted to Fort Bend County in 1987.
To emerge from the shadows of the big city, she was always plugging in somewhere...Fort Bend County Fair Committee, Board of Directors FBC MUD #47, Fort Bend Exchange Club, City of Sugar Land Solid Waste Task Force are only a few. Cathy has been one small piece of a big movement to create a city and county with huge appeal.
Through her experience, she has gained the knowledge about what has happened in our community and maybe a little about what is to come and all the good she can do to push it forward.
30 years of real estate experience has given Cathy an invaluable perspective on the evolution of Sugar Land and Fort Bend County and she looks forward to bringing that experience to C3.
Dr. Cindy Tu migrated to the United States from Vietnam with her parents and sisters when she was a toddler. Her parents raised the four girls in Houston where Dr. Tu graduated Summa Cum Laude from North Shore High School. She attended the University of Houston where she obtained her Bachelor of Optometry and her Doctor of Optometry degrees.
Upon graduation, Dr. Tu joined Memorial Eye Center and the Eye Center of Texas, practicing therapeutic optometry and serving as a glaucoma and Lasik specialist. In 2004, Dr. Tu became the first optometrist to sublease an office at Super Target in Sugar Land and Missouri City. After 4 successful years at Super Target, Dr. Tu opened her own private practice, Beyond 20/20 EyeCare, where she currently practices. She and her husband, Calvin, have raised 2 daughters in Sugar Land and are now watching them achieve their own goals and dreams at Texas A&M and the University of Houston.
She and Calvin are both sports enthusiasts and enjoy supporting the University of Houston and all Houston sports teams. Dr. Tu loves living and working in the Sugar Land area and is an active sponsor for many of the schools and local organizations. As an empty nester, she is looking forward to her involvement with the City of Sugar Land C3.
S. Mona Parikh is a Partner in the law offices of Jones, Mays, Ramsey & Parikh and is licensed to practice in Texas and California. Her areas of practice include, Real Estate and Estate Planning. After receiving a Bachelor of Commerce degree and a Bachelor of Law degree from the University of Bombay, India, she completed an internship with the Hon. Judge Lamar McCorkle, 133rd Civil District Court, Houston, Texas. Thereafter, she attended Golden Gate University School of Law, San Francisco, California, and graduated with highest honors in 1996, and received the Juris Doctor (J.D.) degree with a specialization in International Law.
She is a Member of the State Bar of Texas, State Bar of California, and the Houston Bar Association. She has served on the City of Houston, Mayors International Trade & Development Council for South Asia, and the Houston Business Development, Inc. As the Chairman of the Board, she has represented the Indo-American Chamber of Commerce of Greater Houston, which promotes commercial and economic ties between the United States and India.
She is active in the Indo-American Community and has served on the Board the Houston Council of Magic Bus, a charitable organization committed to developing local community mentors in India, through a sport-based curriculum and the Houston Chapter of Pratham USA which provides education to underprivileged children in India. She has also served on the City of Sugar Lands Citizens Bond Executive Committee and is an alumna of the City of Sugar Land Police Academy, City of Sugar Land 101 Program, and the Fort Bend Leadership Forum Class of 2013. Mona looks forward to continue to serve the Sugar Land community through the Sugar Land City Care Club.
